If you adopt Gazilli in your 2/1 system, after forcing 1NT response, your 3-level rebids are invitational with about 15-16 HCP. Any strong hands with 17-21 HCP have to rebid 2
or 2NT. This gives a more accurate bidding structure, especially when opener is 15-16 HCP with 5-5 in two suits.

Imagine Gazilli is not used, East has to rebid 2
and West has no choice other than raising to 4
.
